I think he may have been referring to the technology being used. Sand People using big bulky single shot rifle and sticks. I'm sure that Sand People would probably shoot at random spots hoping for a kill. Stormtroopers would have had a little more accuracy and volume of fire. Just a guess. For all I know he could have just been referring to the fact that someone actually hit the giant slow moving vehicle. It's so slow even a stromtrooper can be precise.
