Does Star Wars have a Congress?

there is so much in space I need to read up on and I hope there is no need to really fight because all that fighting has go t to be really sad. I'll post a new entry when I've tried to read up on if there is a congress of sorts out there in the stars to help stop the fighting. I need more understanding
